Project Officer (Partnership) supports Medair Syria Programme in setting up partnership strategy and, at a later stage, works closely with Programme Management Team to select, manage and oversee a portfolio of partners to augment the service delivery of Medair Syria Programme. The incumbent supports the effective design, assessment, resourcing and monitoring of partnership projects. He/she is responsible to ensure that partnership projects are implemented in accordance with partnership agreements and shared partnership objectives, and also in compliance with Medair values and policies, Country Strategy Plan, Medair Syria Operating Guidelines, donor requirements and national regulations.
Major Duties and Responsibilities
Support Medair Partnership Strategy and Implementation:
- Support Programme Management Team in the development and implementation of Medair Partnership Strategy for Syria in compliance with Medair Partnership Approach, partnership agreement, donor requirements and national regulations.
- Assess potential and current partnership portfolio identifying strengths, weaknesses, opportunities and threats
- Support Programme Management Team in the identification of potential partnerships, including the assessment of potential partners, partnership mapping and establishing relationships for collaboration on programming and capacity building.
- Support Programme Management Team in managing partner awarding process including partner selection, due diligence, contracting, project start-up, project implementation plans, capacity building, reporting, monitoring and exit plan.
- Review existing partnering resources and identify additional needs to support assessment, monitoring and compliance.
Technical Leadership & Guidance:
- Create awareness among the entire Medair team and foster organizational commitment to programming through partnership. Share Medair’s Partnership Approach and how it contributes to Medair programme objectives
- Provide guidance to the entire Medair team on the various objectives and approaches to building partner capacity. This includes overseeing the development of capacity building plans, coordinating their implementation, and supporting the monitoring and measurement of progress.
- Facilitate internal workshops, lessons learned sessions, or workshops as necessary that are aimed at achieving Medair partnership Strategy in Syria.
- Where needed, support the Area teams to strengthen their ability to work with partners.
- Serve as a focal point within Medair Syria Programme to liaise with current or potential partners.
Partners’ Support & Capacity Building:
- Coordinate with the Programme Management Team to provide technical oversight, capacity building training and coaching to ensure that partners implement quality interventions in line with Medair policies, donor requirements, agreed minimum standards and humanitarian principles.
- Support partners and build their capacity to ensure effective needs assessments are being conducted.
- Support partners and build their capacity to design project concepts and proposals for submission to Medair. This includes logframes with SMART objectives and defined indicators, and budgets, in accordance with the Medair Syria
- Country Strategy Plan, Medair’s Quality Standards, and best practices.
- Promote coordination and collaboration between partners and Programme Management Team to ensure maximum synergy.
