Job Overview

As a Business Development Expert at ICS, you will lead the identification and pursuit of funding and contract opportunities across sectors—with a primary focus on software development and digital services, alongside data, AI, and M&E projects. You will manage the development of competitive proposals (technical and financial), cultivate client relationships, and support ICS’s strategic growth.

This role requires fluency in both Arabic and English, and experience preparing bids and proposals for donors, government agencies, and private clients.
 

Key Responsibilities

• - Lead the development of technical and financial proposals for software and digital solutions, in coordination with technical and finance teams.
• - Respond to RFPs, RFQs, EOIs, and grant applications across sectors (non-profit, public, private).
• - Tailor proposal narratives, budgets, and supporting documents in Arabic and/or English depending on the client.
• - Proactively scan donor and procurement platforms for tenders and funding opportunities.
• - Maintain and update a pipeline of opportunities aligned with ICS capabilities.
• - Establish and maintain relationships with donors, ministries, NGOs, and corporations in both Arabic- and English-speaking contexts.
• - Represent ICS at virtual and in-person events, conferences, and donor briefings.
• - Negotiate teaming arrangements and contribute to partnership strategies.
• - Monitor trends in digital transformation, government e-services, and ICT for development.
• - Analyze competitors and donor priorities to strengthen ICS’s value proposition.
• - Collaborate with marketing and technical teams to align outreach and product messaging.
• - Contribute to ICS’s business development strategy and innovation efforts.
