Position: Shelter Coordinator

Background:
Global Communities’ (GC) Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence. Specifically, OHA is commencing responding directly in Syria, intensifying GC’s assistance to Syrian IDPs and returnees. This will be done through an approach to programming where projects will be focused on sustainability rather than relief delivery.
Responsibilities:
The overall responsibility of the Shelter Coordinator will be supporting Global Communities’ Engineering programming in Syria by assisting the Engineering Team in the overall implementation of the projects in Northern Syria, the Shelter Coordinator will report to Sr. Engineering Manager.
S/he will be responsible for supervising, monitoring, and evaluating the implementation of the shelter and infrastructure projects in accordance with Global Communities principles and guidelines.
The Shelter Coordinator is responsible for the following:
- Working with Engineering team on developing the quality control plan for all the Shelter and Settlements activities.
- Contribute to program, policy, systems, and budget planning, implementation, and evaluation for the Shelter and Settlements activities.
- Research new and innovative project ideas in the Engineering sector that fit in with the organizational strategy.
- Ensure quality control and assurance of Engineering Dep. activities and prepare reports defining project progress, problems, and solutions.
- Formulate, implement, and monitor work plans and activities implemented by contractors, ensuring alignment with defined program approaches and objectives, and maintaining a focus on gender/sex disaggregation of relevant indicators.
- Ensure Engineering activities are on track and adhere to project proposal, implementation plan, budget, and donor and Global Communities regulations and requirements.
- Supervising the field team in conducting assessments, FGDs, and community engagement in the field and data collection from any accessible source.
- Prepare sitreps, internal reports and any other reports as required.
- Daily monitoring and reporting on project activities using project management and monitoring tools.
- Ensuring all the technical construction drawings, bill of quantities and materials, as well as technical specifications for engineering-related activities are in high quality.
- Provide timely sectoral analysis, input, support, and collaboration to the situation analysis and prepare periodic updates for effective program planning, readjustment and management.
- Support the Sr. Engineering Manager by providing assistance to the team and partners in all aspects of project cycle management – design, implementation, Monitoring, Evaluation and Learning.
- Ensuring the field team and subcontractors compliance with GC’s policies, guidelines, and standards.
- Build and maintain strong working relationships with key internal and external stakeholders, beneficiaries, subcontractors, the donor third party monitoring and partners.
